Unlike a simple cup and funnel (ASTM B212) used for free-flowing powders, the Scott Volumeter is designed for materials that bridge or clump. It uses a series of angled glass baffles (a "trip plate" or "zigzag" chute) to break up agglomerates and standardize the falling action of the powder into a calibrated cup.
